Who is responsible for a needs assessment?
The needs assessment is usually the responsibility of the local authority. This is usually done by face to face interview.
They are also responsible for assessing carers needs using the carers need assessment. If someone is caring for a dependent or disabled person they are entitled to a separate assessment of their own needs regardless of the care needs of the person they are caring for.
As well as social care teams in local authorities, healthcare staff may be asked about the extent of any physical or mental health issues the person is experiencing. The person must have given their consent for this to be shared.
This is often called a “shared assessment”.
